TRADING RULE UPDATE

Recension of previously adopted TCA Bale Weights Rule . . .

The TCA Trading Rule adopted on September 9, 2025, was rescinded by the board to reflect the current language in our Trading Rules and was circulated to interested parties on November 12, 2025.  It reads as follows:

Dear Gin organizations and interested parties, 

The Texas Cotton Association has made the decision to rescind our adoption of the American Cotton Shippers Association (ACSA) rules as they pertain to overweight and underweight bales for the 2025/26 cotton crop. Effective immediately, we will revert to our original trade rules as previously written.

This decision does not detract from our ongoing commitment to delivering a consistent and reliable bale of cotton to our customers. We remain focused on maintaining high standards across the supply chain to support the integrity and quality of Texas cotton.

We sincerely appreciate the valuable feedback and engagement from across the industry, including members of the Texas Cotton Ginners Association and the National Cotton Ginners Association. Your input has been instrumental in guiding this outcome.

We remain dedicated to supporting our members and partners and will continue to work collaboratively to ensure the strength and transparency of our cotton marketplace.

 

Previously adopted by the board, is the language below:

On September 9, 2025, the TCA board voted to adopt ACSA Trading Rules for 2025 and approved an amendment to the TCA Trading Rules, a finalized bale weight penalty, to apply to West Texas, Oklahoma, Kansas, and New Mexico trading (FOB Cars), to be in effect for the 2025/2026 crop year. The board requested that a letter outlining the approved provisions be distributed to the Gin organizations and that they circulate this notice to their members.  

The approved provisions are as follows:

Lightweight and Overweight Bales

For each bale weighing less than 475 pounds or greater than 525 pounds, net, Seller may be assessed a penalty of $5.00.

A bale weighing less than 400 pounds or more than 600 pounds, net, may be rejected by Buyer.

Calculating Bale Weights

The methodology for calculating bale weights provided by the electronic warehouse receipt shall apply.
